People are eligible for state-funded treatment services if they are low-income and assessed as alcohol or other drug dependent. DBHR is committed to funding quality care that is cost-effective.
The highest priority groups for state and federally funded intervention and treatment services are:

- Others who use IV drugs
- Post-partum women (up to one year)
The second highest priority groups are:
- Parents/legal guardians involved with Child Protective Services
- Parenting adults
- Youth

- Funding through the Alcohol and Drug Addiction Treatment and Support Act (ADATSA - for those unable to work)
