Engrossed Substitute Senate Bill (ESSB) 5551
Beginning July 28, 2013, ESSB 5551 allowed counties to appoint qualified experts to complete in-jail competency evaluations. Counties pay for the evaluation, and request reimbursement directly from the state. The legislature appropriated $160,000 for fiscal year 2014 and $80,000 for fiscal year 2015 for implementing 5551. The State will reimburse counties $800.00 for each eligible evaluation.
Counties are eligible for reimbursement if state hospitals have not met performance targets. The targets are established in RCW 10.77.068(1)(a)(ii) for in-jail competency evaluations in 50 percent of cases referred by a county during the current quarter. The most recent quarterly numbers indicate that these counties are eligible for reimbursement.
