Goals & Objectives

The goal of the project is to prepare and submit a successful Title IV-E waiver application to our federal child welfare partners at the U.S. Department of Health and Human Services (DHHS), the Administration in Children, Youth, and Families (ACF). If approved by DHHS, the waiver would allow the state of Washington flexibility in using Title IV-E funds for innovative services to safely prevent children from entering foster care, to support their families to ensure a safe, permanent reunification with their families, and to find timely, safe, permanent homes for those children who cannot be safely reunited with their families.

This primary goal would be accomplished through the following objectives:

  • Identify and convene a statewide advisory committee to make recommendations to the Children's Administration about the substantive content of the waiver application.
  • Obtain consultation from subject matter experts and national consultants regarding the technical, data, financial requirements, cost neutrality, and reinvestment strategies to be included in the waiver application.
  • Obtain a qualified professional dedicated to write the Title IV-E waiver application consistent with federal requirements based on input from and active collaboration with the Children's Administration.
