A state civil penalty is a monetary fine Residential Care Services (RCS) may impose when a Certified Community Residential Services and Supports (CCRSS) provider is noncompliant with the requirements of Washington Administrative Code (WAC) Chapters 388-101 and 388-101D, Chapter 74.34 Revised Code of Washington (RCW), or other relevant federal, state, and local laws. All receipts from state civil penalties are deposited into an account as designated by 71A.12.300 RCW. The Department shall use this account only for promoting the quality of life and care of clients receiving services from certified providers. Residential Care Services has created a program to review and accept proposals to fund grant projects that improve the quality of life and care of clients, the State Civil Penalty Reinvestment Program (SCPRP).
CCRSS providers, stakeholders, and other organizations are encouraged and invited to submit SCPRP grant applications for the development and implementation of quality improvement initiatives that benefit clients of this programs settings. The Department will consider applications during the application period of September 1 through October 31.
