Washington State's welfare reform initiative, the Family Independence Program (FIP), incorporates food stamp benefits into public assistance checks, a form of food stamp cash out. An evaluation of the cash out component is part of the overall FIP evaluation and has two parts: (1) administrative costs and (2) food use and expenditures, nutrient availability, and recipient attitudes.
