Pregnant and Parenting Youth in Foster Care: Risk Factors and Service Needs

As part of the planning phase of a grant funded effort to guide services for pregnant and parenting youth in foster care, the Department of Social and Health Services, Research and Data Analysis Division generated general demographic, risk and service information on this population in Washington State. This report is based on the population of youth in placement, age 21 or younger, who were pregnant, gave birth, or fathered a child while in out of home placement during or prior to placement in State Fiscal Years (SFY) 2008-2011. The majority of pregnant and parenting foster care youth were identified as members of a racial or ethnic minority and many had indications of behavioral health problems and prior criminal justice involvement.
