The proposed rule will allow for issuance of Pandemic Emergency Assistance Funds, a one-time cash payment to all families with children receiving Temporary Assistance for Needy Families, State Family Assistance, or Basic Food (state or federal) whose household income is at or below 75% of the Federal Poverty Level. Proposed rule language provides definitions and eligibility requirements associated with the funds. The funds are part of the federal American Rescue Plan Act of 2021 (P.L. 117-2, Title IX, Subtitle C, Sec. 9201), enacted March 11, 2021. |

Proposed amendments define that households that receive a zero benefit are not eligible for emergency adjustments to food assistance benefit issuances and households that are eligible to receive an emergency adjustment will receive a minimum of $95, as implemented under the Families First Coronavirus Response Act (H.R. 6201, Section 2302). These policies are currently in place under emergency rule filed as WSR 22-01-035. |
