Forty-one Department of Social and Health Services (DSHS) staff was interviewed about how to increase agency productivity, effectiveness, and innovation. In addition, 23 interviews were conducted with staff of innovative programs in other agencies and with members of the academic community involved in studying public administration. Issue: What do managers in DSHS identify as ways to increase organizational effectiveness and innovation?
